Any foreigner wishing to enter Japan must obtain a visa.
Depending on the activity the foreigner engaged in, a Certificate of Eligibility is also issued accordingly. Therefore, a visa itself does not guarantee landing permission.

A Certificate of Eligibility specifies what a visitor can do while in Japan.
Categories for example: "Students" for those who study in Japan, "Engineer" for an engineer who work in Japan, "Specialist in International Services" to work as an interpreter, a translator or a commercial trader in Japan, "Investor/Business Manager" to manage a company in Japan.
Certain status have almost no restrictions in activities such as permanent residents and spouses of Japanese nationals.

In order to obtain the desired status, required documents will be examined by the authorities.
A Certificate of Eligibility is issued before a visa application as evidence that the applicant satisfies various conditions to obtain the desired status (The Certificate does not automatically guarantee the issuance of a visa.)

There are 27 categories of status and the Immigration Agency offers a guideline of documents needed to be submitted. But this guideline shows only the minimum requirement and sometimes additional supporting documents are necessary to successfully obtain a Certificate of Eligibility.
